• Establishes a data sharing and governance working group within the office of enterprise technology services, coordinated by the chief data officer, to address Hawaii's affordability crisis through improved cross-agency data collaboration.

• Working group shall review adequacy of current departmental data sharing efforts and identify gaps including high school-to-workforce data linkages, barriers to cross-departmental data sharing, and resource needs for data collection and analysis.

• Working group shall recommend an ongoing governance structure with a centralized coordinating agency, formal interagency protocols, public-facing dashboards, and guidelines for artificial intelligence use in data systems.

• Membership includes 15 representatives: chief data officer (chair), heads of 11 state departments/agencies, university of Hawaii president, Hawaii p-20 partnerships director, workforce development council chair, and 4 representatives from nonprofit and for-profit organizations.

• Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to the office of enterprise technology services; working group shall submit findings and recommendations to legislature prior to each regular session; takes effect July 1, 2025.
