Amends Hawaii Revised Statutes Section 261-12(b) to require tour aircraft operators to maintain aircraft liability insurance coverage of no less than $5,000,000 per person per incident, covering bodily injury, death, and property loss and damage.

Adds insurance verification as a new requirement (item 9) in the permit application process for tour aircraft operations at state-controlled airports.

Renumbers existing permit requirements, shifting former items (9) and (10) to items (10) and (11) to accommodate the new insurance requirement.

Requires the Director of Transportation to adopt rules establishing the insurance requirement and incorporating it into the tour aircraft operations permit system.

Takes effect on July 1, 2025.
