Amends Section 431:10C-117, Hawaii Revised Statutes, to make mandatory the suspension of driver's licenses for violations of motor vehicle insurance requirements.

Establishes mandatory driver's license suspension of six months for first conviction and two years for subsequent offenses within five years for operating without valid insurance.

Maintains fines of $500 for first offense and minimum $2,000 for subsequent offenses within five years, with court discretion to suspend fines upon proof of current insurance.

Permits community service in lieu of fines: 75-100 hours for first offense and 200-275 hours for second offense, upon defendant's request.

For multiple convictions within five years, authorizes additional penalties including imprisonment up to 30 days, suspension or revocation of vehicle registration, and vehicle impoundment or sale.

Takes effect July 1, 2025.
