Renames the existing "Electric Bicycle and Electric Moped Rebate Program" to the "Electric Mobility Device Rebate Program" to include adaptive electric bicycles and electric micro-mobility devices.

Expands eligibility to residents age 15 and older (down from 18) and non-profit organizations, removing previous age restrictions that limited program access.

Establishes an additional assistance rebate for low-income individuals eligible for SNAP, free/reduced lunch programs, housing assistance, or those without a registered motor vehicle with four or more wheels.

Adds five new statutory definitions for adaptive electric bicycles, electric bicycles (Classes 1-3), electric micro-mobility devices, electric mobility devices, and high-speed electric devices aligned with federal standards.

Appropriates unspecified amounts from general revenues to the electric mobility device subaccount in the highway development special fund for fiscal years 2025-2026 and 2026-2027.
