Amends Section 353H-32, Hawaii Revised Statutes to require the Department of Corrections and Rehabilitation to assist inmates in obtaining civil identification cards, birth certificates, social security cards, and other identification documents necessary for reentry into society.

Changes assistance timeline from "one year or less prior to parole or release date" to "as soon as practicable but at least one year before the inmate's parole or release date" for general inmates.

Requires the department to assist inmates released to work furlough, extended furlough, or community placement programs by providing necessary forms "as soon as practicable but at least ninety days before the inmate's release date."

Mandates collaboration with the Department of Transportation, county examiners of drivers, and appropriate federal, state, and county agencies to facilitate access to identification documents needed for workforce transition, social services, Medicaid eligibility, and housing.

Effective date set for July 1, 3000.
