Department of Land and Natural Resources shall conduct a carrying capacity study of Kikiaola small boat harbor in Kauai County to assess the maximum number of persons and human activity the harbor can sustain without degrading natural resources, cultural resources, or visitor and resident experiences.

Study must evaluate the effectiveness of existing use restrictions and management practices, determine whether commercial tour operators increased passenger numbers without departmental review of infrastructure or environmental impacts, and assess potential effectiveness of visitor use restrictions.

Department must propose long-term management options to reduce human impact on natural resources, cultural resources, and native species within and around the harbor.

Department shall consult with Kauai County, community organizations, and other relevant entities during the study.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2026 regular legislative session, with an appropriation provided for fiscal year 2025-2026.
