H.B. 686 Summary

• Defines "community outreach board" as a board established to serve in a community advisory capacity under a county department.

• Includes community outreach boards under the Sunshine Law (Chapter 92, Part VII) provisions previously applicable only to neighborhood boards, including notice, agenda, public input, and quorum requirements.

• Amends Section 92-82 to authorize neighborhood board and community outreach board members to attend meetings or presentations statewide related to official board business, removing the previous geographic limitation to Oahu.

• Allows board members to ask questions at permitted meetings or presentations but prohibits them from making voting commitments on issues discussed.

• Effective July 1, 3000.
