Establishes safe harbor protections for survivors of sexual exploitation who seek medical or law enforcement assistance, preventing them from being arrested, charged, prosecuted, or convicted for prostitution-related offenses when evidence results from seeking such assistance.

Adds definition of "seeks medical or law enforcement assistance" to include reporting to 911, poison control, medical providers, reproductive health providers, law enforcement, or providing care while awaiting emergency personnel.

Applies safe harbor protections to prostitution charges under HRS §712-1200, loitering for prostitution under §712-1206, and street prostitution in designated areas under §712-1207, with limited exceptions for those purchasing sexual services.

Protects individuals' property from civil forfeiture when arrest, charge, prosecution, or penalty evidence derives from seeking medical or law enforcement assistance.

Changes prostitution offense language from "is" to "shall be" a petty misdemeanor for adults and violation for minors; takes effect July 1, 3000.
