Adds new definition of "reviewing entity" to mean a county police department or authorized employee of the department of law enforcement for purposes of automated speed enforcement systems.

Increases the speed violation threshold from 5 miles per hour over the posted limit to 7 miles per hour over the posted limit before an automated speed enforcement citation is issued.

Allows authorized Department of Law Enforcement employees, in addition to county police departments, to review and verify photographic and visual images of license plates before mailing citations.

Appropriates funds from the State Highway Fund to the Department of Transportation to establish and implement the Automated Speed Enforcement Systems Program for fiscal years 2025-2026 and 2026-2027.

Effective date is July 1, 3000.
