H.B. 704 - Hawaii Food Security Special Fund

• Establishes the Hawaii Food Security Special Fund within the state treasury to supplement federal Supplemental Nutrition Assistance Program (SNAP) benefits for eligible households.

• Fund receives appropriations from the legislature, grants, gifts, awards, and income derived from those sources.

• Distributes supplemental payments via electronic benefit transfer system to restore SNAP benefit levels to federal fiscal year 2023 amounts when current federal benefits fall below that level.

• Requires the Department of Human Services to submit annual reports to the legislature no later than twenty days before each regular session convening.

• Takes effect July 1, 2025; appropriates unspecified amounts to the fund for fiscal years 2025-2026 and 2026-2027.
