Creates a new section prohibiting smoking of cannabis in any publicly accessible area, including school grounds, public parks, public beaches, recreation centers, and all state and county-owned facilities.

Expands the definition of "smoke" or "smoking" in the Hawaii Revised Statutes to include cannabis in addition to tobacco products, and includes use of electronic smoking devices.

Adds a fourth prohibition to medical cannabis use laws that bans smoking cannabis for medical purposes in public, including through electronic smoking devices, consistent with the new public smoking restrictions.

Allows qualifying patients, caregivers, and medical cannabis dispensary employees to transport sealed, non-visible cannabis in public places, but prohibits consumption or use in any public place.

Takes effect July 1, 2025.
