Justifies changes based on Hawaii's tropical location with intense sunlight, high temperatures, and glare, plus expected temperature increases from climate change

Maintains existing exemptions for rearview mirrors, sun visors, windshield stickers, rear windows on vans/minivans/trucks/buses, interior motor home drapes, and windshield materials meeting federal safety standards

Takes effect upon approval
