Amends Hawaii's Sunshine Law (Chapter 92, HRS) to include the Legislature and its committees within the definition of "board," making legislative bodies subject to open meeting requirements.

Repeals Section 92-10, which previously exempted the Legislature from Sunshine Law requirements, allowing the Legislature's internal rules to override transparency provisions.

Establishes new "notice period" definition requiring boards with fixed sessions to provide notice equal to one-thirtieth of total session duration (minimum two calendar days for 60-day regular legislative sessions) and six calendar days for other boards.

Repeals Section 92-2.5, which permitted private interactions between board members less than a quorum, eliminating exceptions that allowed private discussions on investigations, negotiations, officer selection, and informational meetings.

Assigns enforcement of the Sunshine Law provisions for the Legislature to the President of the Senate and Speaker of the House of Representatives, respectively.
