• Establishes a data and artificial intelligence governance and decision intelligence center within the office of enterprise technology services under the chief data officer's authority.

• Center responsibilities include facilitating statewide data sharing memorandums, implementing data sharing platforms, developing data and AI governance policies, creating master citizen records, and supporting agency analytics and evidence-based decision-making.

• Amends section 27-44 to require the chief data officer to oversee the new center and facilitate data sharing across state agencies.

• Appropriates funds for fiscal years 2025-2026 and 2026-2027 for eight permanent staff positions: data quality specialist, data privacy specialist, master data architect, data and artificial intelligence architect, data and artificial intelligence engineer, data and artificial intelligence scientist, data and artificial intelligence analyst, and open data coordinator.
