Requires the Department of Health to review its rules and practices in consultation with the University of Hawaii, Department of Hawaiian Home Lands, counties, other states' agencies, and wastewater professionals to propose changes that make wastewater systems and cesspool upgrades more affordable without compromising water quality.

Department of Health must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2027 regular legislative session.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 (amount not specified in text) for the Department of Health to hire a consultant to advise on rules and policy changes for more affordable wastewater and cesspool upgrades.
