• Redefines "historic property" in Hawaii law to include heiau and underwater sites, and expands eligibility to properties with important cultural value to Native Hawaiians or other ethnic groups based on cultural practices, traditional beliefs, events, or oral accounts.

• Removes the automatic 50-year age requirement for historic preservation review of privately-owned single-family detached dwelling units and townhouses.

• Restricts historic preservation review requirements to single-family detached dwelling units and townhouses that are listed on, nominated for, or located within historic registers or districts.

• Takes effect upon approval.
