Requires the Office of Planning and Sustainable Development to develop a model assessing fiscal impacts of land use development projects and regional infrastructure investments, customized for each county.

Model must capture ongoing maintenance costs, future replacement costs of infrastructure, and annual general costs including public safety and administrative services, with capability to map revenues and costs by land use type.

Establishes a fiscal sustainability steering committee comprised of state and county directors from planning, finance, taxation, and economic development to advise on model development.

Appropriates $300,000 for fiscal years 2025-2026 and 2026-2027 for model development and $150,000 for each year to hire one full-time temporary planner (Planner V equivalent) to manage the project.

Requires the Office of Planning and Sustainable Development to report on the fiscal impact model development to the legislature no later than twenty days prior to the 2027 regular session.
