Prohibits construction, modification, or expansion of waste or disposal facilities (including municipal solid waste landfill units and construction and demolition landfill units) on land above a significant aquifer as determined by the Department of Health.

Reduces the required buffer zone around waste or disposal facilities from one-half mile to one quarter mile between the facility edge and the nearest residential, school, or hospital property line.

Exempts continued operation of existing, properly permitted waste or disposal facilities from buffer zone requirements, unless the operation requires physical expansion (vertical or horizontal) requiring additional permitting review and permit modification.

Excludes individual, state-certified, non-industrial redemption centers from the definition of "waste or disposal facility."

Takes effect on July 1, 2025.
