Establishes a new Cesspool Conversion Section within the Department of Health's Wastewater Branch to facilitate the conversion of cesspools throughout the State.

The Cesspool Conversion Section shall manage state financing options, develop public outreach and education, inform cesspool owners of available assistance, manage federal and state grants, secure federal funding, and facilitate partnerships with counties and organizations related to cesspool conversion.

Defines "conversion of cesspools" as connecting a cesspool to a sewerage system or upgrading/converting a cesspool to a director-approved wastewater system.

Appropriates funds out of general revenues for fiscal years 2025-2026 and 2026-2027 to establish permanent full-time equivalent positions within the new Cesspool Conversion Section (specific dollar amount and number of positions are blank in the bill).

Takes effect July 1, 3000, with the appropriation provisions taking effect July 1, 2025.
