Requires the Department of Health to conduct a statewide needs assessment by December 31, 2027, to evaluate implementing an extended producer responsibility program for packaging materials and paper products in Hawaii.

Needs assessment must examine waste characterization, collection infrastructure, processing facilities, markets, education effectiveness, contamination levels, and opportunities for source reduction and reuse across all counties.

Establishes an advisory council with 11 categories of representatives including county waste managers, producers, recyclers, retailers, environmental organizations, and scientists to review the assessment and propose recommendations.

Requires a public hearing on the draft needs assessment and submission of proposed legislation to the Legislature with the final needs assessment.

Appropriates $1,500,000 for fiscal year 2025-2026 and $1,500,000 for fiscal year 2026-2027 to fund the assessment, with unencumbered funds lapsing on June 30, 2027.
