Establishes statewide goals to reduce solid waste stream prior to disposal by 40% by January 1, 2027 and 70% by January 1, 2035 through source reduction, recycling, and bioconversion.

Creates tiered benchmarks requiring organic waste generators to divert material to department-approved facilities within twenty miles starting January 1, 2027 (Tier 1: wholesale food vendors, hotels, entities generating 1+ ton/week), January 1, 2030 (Tier 2: restaurants, schools, state agencies, entities generating 0.5+ ton/week), and January 1, 2034 (multifamily complexes and entities generating 0.33+ ton/week).

Bans organic waste from landfills, co-generation plants, and incineration facilities by January 1, 2040, including waste from single-family residences.

Requires each county to incorporate organic waste diversion plans aligned with state benchmarks into its next integrated solid waste management plan revision.

Appropriates funds to the Department of Health for implementation purposes for fiscal years 2025-2026 and 2026-2027; takes effect July 1, 2050.
