Amends Section 201H-203 of Hawaii Revised Statutes to restrict eligible applicants for Rental Housing Revolving Fund (RHRF) to two categories: governmental agencies or organizations required to use all financial surplus to develop additional housing in the State.

Removes previous language that allowed nonprofit and for-profit organizations, limited liability companies, and partnerships to be eligible applicants for RHRF funds.

Maintains requirement that eligible applicants must be qualified in accordance with rules adopted by the corporation pursuant to chapter 91.

Takes effect upon approval.
