Establishes a continuous legislative session requiring the Hawaii legislature to convene at least once each month, effective January 1, 2029.

Repeals constitutional language regarding special sessions, adjournment periods, and mandatory recesses between legislative meetings.

Requires the general appropriations bill to pass and be submitted for gubernatorial consideration not later than 45 days before the end of each fiscal year.

Standardizes the governor's approval or veto period to 90 calendar days for all bills, and establishes a two-year deadline for bills to be submitted for gubernatorial consideration.

Prohibits legislators from holding private sector employment during their term, while permitting service in U.S. military reserves, National Guard, or government positions; establishes legislator salaries through commission recommendations submitted during the 2028 regular session.
