H.B. 785 Summary

• Extends Hawaii's energy-efficiency portfolio standard deadline from 2030 to 2045, with the statewide goal increased from 4,300 gigawatt hours to 6,000 gigawatt hours of cumulative persisting electricity savings.

• Requires the Public Utilities Commission to establish interim energy-efficiency goals for 2030, 2035, and 2040, in addition to existing goals for 2015, 2020, and 2025.

• Defines "cumulative persisting electricity savings" as total electric energy savings from measures installed on or after January 1, 2009 that remain operational and providing savings in the measured year.

• Authorizes the Public Utilities Commission to adjust the 2045 standard and interim standards by rule or order to maximize cost-effective energy-efficiency programs and technologies.

• Requires the Public Utilities Commission to evaluate and report on the energy-efficiency portfolio standards to the legislature every five years, beginning in 2013.
