• Authorizes the Department of Health to use deposit beverage container special fund money to evaluate and promote recyclable market development activities, including deploying reverse vending machines in the State.

• Removes exemptions that previously allowed beverage dealers to avoid operating redemption centers based on physical or financial hardship or other director-established criteria.

• Reduces the distance requirement for high-density population areas from two miles to one-half mile for exempting dealers from operating redemption centers if an independent certified redemption center exists nearby.

• Allows for establishment of regional centers for redemption of refillable beverage containers as an addition to, but not a substitute for, existing dealer redemption requirements.

• Effective date: July 1, 3000.
