• Requires the Hawaii Climate Change Mitigation and Adaptation Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program in Hawaii, with support from the Department of Land and Natural Resources.

• Study shall analyze available scientific evidence, potential frameworks, best practices, standards, and implications of "buy clean" policies similar to those adopted by California, Colorado, Oregon, and Washington.

• Commission shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2027 regular session.

• Appropriates funds from general revenues of the State of Hawaii for fiscal year 2025-2026 to support the study (amount to be determined).

• Effective date is July 1, 3000.
