Amends Section 21F-6, Hawaii Revised Statutes to clarify the term of the legislative analyst from "period" to "term" of four years.

Changes the removal provision to specify that the committee may remove the legislative analyst by a three-fourths vote of its members for cause only.

Modifies the employee benefits language to state that the legislative analyst and other clerical and technical employees "may" participate in employee benefit programs, rather than "shall be entitled to" participate.

Takes effect on January 1, 2491.
