Amends Section 245-16.5 of Hawaii Revised Statutes to exempt large cigars sold by mail order from the unlawful shipment of tobacco products offense.

Restructures the exemptions in subsection (b) into two categories: (1) large cigars in fulfillment of mail order sales, and (2) any tobacco products if taxes are paid or products are tax-exempt under Section 245-3(b).

Clarifies that tobacco products may be shipped if all applicable state taxes are paid in accordance with Chapter 245 requirements or if the products qualify for tax exemption.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that occurred before the effective date.
