Amends Hawaii Revised Statutes Section 342D-50.5 to clarify exemptions to the prohibition on discharging wastewater or raw sewage into state waters after December 31, 2026

Treatment plants are exempt from the discharge prohibition if they are in compliance with Chapter 342D, its adopted rules, or permits/variances issued by the director

Treatment plants with a treatment capacity of less than a specified number of gallons per day are exempt from the discharge prohibition (specific capacity amount left blank in bill text)

Clarifies that the prohibition does not restrict use of reclaimed or recycled water for beneficial purposes or allow discharges that violate federal statutes, rules, or regulations

Takes effect July 1, 3000
