H.B. 800 Summary

• Transfers seven parcels of state-owned property in Honolulu (Liliha Civic Center, Aala Park, Institute for Human Services, morgue facilities, and Iwilei Fire Station) from state agencies to the City and County of Honolulu, effective December 31, 2025 or upon Honolulu's approval of the Alii Tower transfer, whichever is later.

• Transfers the Alii Tower parcel (TMK 1-2-1-17-8) from the City and County of Honolulu to the Department of Land and Natural Resources, with a lease reserved for the city's prosecuting attorney, effective on the same date as the properties transfer to the city.

• Exempts the Alii Tower property transferred to DLNR from the definition of "public lands" under Chapter 171, HRS, preventing it from being included in the public land trust.

• Conveys all properties "as is, where is" subject to existing ground leases and encumbrances, with the receiving entity accepting all properties in their existing condition and releasing all claims against the transferring agency.

• Repeals automatically on January 1, 2027, if the City and County of Honolulu does not finalize approval of the Alii Tower transfer terms by December 31, 2026.
