H.B. 814 Summary

• Appropriates $4,000,000 for fiscal year 2025-2026 and $2,000,000 for fiscal year 2026-2027 to the Department of Health to develop and implement a comprehensive public health and informational campaign about youth cannabis use, including digital, social media, radio, and television advertising.

• Appropriates $5,000,000 for each of fiscal years 2025-2026 and 2026-2027 to the Alcohol and Drug Abuse Division to administer grants to community-based organizations providing evidence-based prevention services to prevent substance misuse among youth, especially cannabis use.

• Appropriates $5,000,000 for each of fiscal years 2025-2026 and 2026-2027 to the Alcohol and Drug Abuse Division to administer grants to community-based organizations providing evidence-based treatment services for substance use disorders among youth, including residential, intensive outpatient, and outpatient programs.

• Requires the Department of Health to report to the legislature by January 20, 2027 on fund expenditures, service providers, number of persons served, services provided, measurable outcomes, and any proposed legislation.

• Takes effect July 1, 2025.
