H.B. 818 Summary

• Establishes the Waiakea Peninsula Community Development District in east Hawaii, bounded by the Wailoa River on the west, Reeds Bay on the east, and including Moku Ola (Coconut Island).

• Authorizes the Hawaii Community Development Authority to undertake planning, design, construction, and maintenance activities within the district to promote cultural activities, foster sustainable economic growth, and address blight conditions including poor safety, landscaping, lighting, and pedestrian experience.

• Creates the Waiakea Peninsula Community Development District Special Fund to receive revenues, grants, donations, and legislative appropriations for district administration and operations.

• Adds two representatives from the Waiakea Peninsula district to the Hawaii Community Development Authority board, consisting of one resident or small business owner from the district/Waiakea ahupua'a and one representative from the district/Hilo area.

• Effective July 1, 3000.
