HB 819 Summary

• Requires the State Council on Developmental Disabilities to collect comprehensive data on health disparities experienced by individuals with intellectual or developmental disabilities in Hawaii and submit a report to the Legislature by twenty days before the 2027 regular session convening.

• Report must include definitions of intellectual/developmental disabilities and social determinants of health, population-level health differences between individuals with and without disabilities, contributing factors such as race and ethnicity, and preventable disparities.

• Data collection must address health care access, preventive care, health behaviors, chronic disease prevalence, emergency preparedness, health insurance coverage, household income, employment, education, transportation access, and community environment factors.

• Council may consult with community stakeholders on provider training improvements, accessibility mandates for health infrastructure, communication guidelines for health care providers, and other relevant topics related to intellectual/developmental disabilities.

• Appropriates unspecified funds to the Department of Health for fiscal years 2025-2026 and 2026-2027 to support data collection and report compilation; takes effect July 1, 2025.
