Requires the City and County of Honolulu to transfer to the State its authority to construct a new roadway extending Makakilo Drive to Kualakai Parkway.

Transfers all appropriations, records, equipment, property, contracts, and other assets held by the City and County of Honolulu related to the transferred functions to the Department of Transportation.

Appropriates an unspecified sum from general revenues of the State of Hawaii for fiscal years 2025-2026 and 2026-2027 to be deposited into the state highway fund.

Appropriates an unspecified sum from the state highway fund for fiscal years 2025-2026 and 2026-2027 for planning and construction of the Makakilo Drive to Kualakai Parkway roadway extension.

Takes effect on July 1, 2025.
