Requires the Department of Transportation, in collaboration with the City and County of Honolulu, to conduct a comprehensive assessment of existing emergency access roads along the Waianae coast from Makaha to Kahe Point.

Mandates development of a detailed plan to upgrade existing emergency access roads or construct new evacuation routes that meet established safety and capacity standards for the Waianae coast communities.

Directs evaluation of the feasibility of restoring and utilizing unpaved roads previously used by the U.S. military, including roads from Waianae to Wailua via Peacock Flats and roads in Waianae Valley.

Requires engagement with local residents to gather input and address concerns related to proposed evacuation routes.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 and requires a report to the legislature no later than twenty days prior to the 2026 regular session; authorizes the Department to request assistance from the United States Navy.
