Authorizes county planning commissions to permit residential housing developments exclusively for agricultural workforce housing, long-term rentals, or workforce fee simple ownership in agricultural districts by special permit.

Project areas must be no larger than 100 acres, immediately adjacent to urban districts (excluding conservation districts), and on lands with soil productivity ratings of C, D, E, or U per the land study bureau's classification.

Projects must be identified for residential use in a county comprehensive general plan adopted no earlier than 2005 and require written concurrence from the executive director confirming the project is solely for residential housing purposes.

Applications reviewed under section 205-6 procedures with section 91-9 applying only at county planning commission review stage; agencies may charge reasonable fees for application reviews and transcription costs.

Effective July 1, 3000 and repealed June 30, 2035.
