Amends Section 281-53.5 of Hawaii Revised Statutes to exempt officers, directors, and board members of nonprofit organizations from criminal history record check requirements for liquor license applicants, provided they are not designated as primary decision-makers regarding the sale or purchase of liquor.

Maintains existing exemptions for officers and directors of publicly-traded companies and entities ultimately solely owned by publicly-traded companies from criminal history record check requirements.

Preserves all other criminal history disclosure requirements for liquor license applicants, including fingerprinting, signed statements regarding prior convictions, and verification through the Hawaii criminal justice data center.

Takes effect upon approval.
