Prohibits rental property owners and agents from using coordinator services (property management software) that collect and analyze rental pricing data from multiple owners to recommend prices or occupancy levels.

Makes it unlawful for coordinators to facilitate agreements among rental property owners that restrict competition through algorithmic price-setting, and prohibits two or more owners from engaging in consciously parallel pricing coordination.

Establishes civil action standards requiring complaints to show only that a pricing coordination violation is among plausible possibilities, without needing to exclude independent action.

Requires the Attorney General to develop a public education program including information on the department's website and steps for consumers to report suspected violations.

Imposes penalties of up to $100,000 or three years imprisonment for natural persons, and up to $1,000,000 fine for non-natural persons who violate the provision.
