• Bans electric bicycle operation on sidewalks and pedestrian areas except as authorized by county ordinances; prohibits tampering with bikes to modify speed or motor capabilities.

• Requires manufacturers and distributors to apply permanent labels to electric bicycles by January 1, 2027, listing classification number, top assisted speed, and motor wattage; requires operators to display labels by January 1, 2029.

• Directs department of transportation to develop statewide safety and training programs by 20 days before the 2026 legislative session and requires counties to inform riders of traffic code, safety information, and penalties during bicycle registration.
