Amends Hawaii Revised Statutes Section 88-9(d) to reduce the break-in-service requirement from twelve to six calendar months for retired teachers and administrators before they can be rehired in teacher shortage areas or hard-to-fill positions identified by the Department of Education.

Expands eligibility for rehired retirants to include "hard-to-fill positions" in addition to teacher shortage areas, and allows retired teachers to serve as mentors for new classroom teachers under the same conditions.

Prohibits rehired retirants from receiving additional employment benefits typically afforded to active employees under Hawaii Revised Statutes Chapter 78.

Requires the Department of Education or charter schools to contribute the required percentage of rehired retirants' compensation to the pension accumulation fund to amortize the system's unfunded actuarial accrued liability.

Directs the Department of Education to adopt rules under Chapter 91, Hawaii Revised Statutes, to establish procedures for identifying teacher shortage areas and hard-to-fill positions; effective July 1, 3000.
