Lowers the allowable light transmittance for vehicle window tinting from 35% plus or minus 6% to 25% plus or minus 5% in Hawaii Revised Statutes Section 291-21.5(d).

Applies the new tinting standards to front side wing vents and windows (subsection 7) and side and rear windows necessary for driving visibility (subsection 8).

Maintains exemptions for rearview mirrors, sun visors, windshield stickers, rear trunk components, window wipers, and certain transparent windshield films along the top edge.

Finds that darker window tinting reduces interior vehicle temperatures, glare, and ultraviolet light exposure while protecting vehicle interiors, with benefits amplified in Hawaii's tropical climate and anticipated warming from climate change.

Takes effect upon approval.
