Appropriates $500,000 for fiscal year 2025-2026 and $500,000 for fiscal year 2026-2027 to the Department of Corrections and Rehabilitation for procuring new electronic record keeping software for medical records of incarcerated persons.

Addresses the failure of the current eClinicalWorks system, which was inoperable from June 2022 to February 2023 and lacked necessary software updates due to insufficient funding.

Requires the Department of Corrections and Rehabilitation to submit a report to the legislature by November 1, 2025, covering procurement steps, current software sufficiency, identified inadequacies, inter-agency information sharing efforts, and potential vendor options.

Directs the department to address electronic information sharing collaboration with the Department of Health and Department of Human Services to improve medical care access for incarcerated individuals.

Takes effect on July 1, 2025.
