Allows a beneficiary's place on the Department of Hawaiian Home Lands' waitlist to be transferred to a successor if the beneficiary dies before receiving an offer for a residential, agricultural, or pastoral tract, provided the successor is at least 25% native Hawaiian.

Amends Section 207 of the Hawaiian Homes Commission Act to authorize the department to lease Hawaiian home lands to "qualified application successors" in addition to native Hawaiians.

Modifies Section 208 to allow qualified application successors to be original lessees of Hawaiian home lands tracts, establishing the same conditions and requirements as native Hawaiian lessees.

Requires annual rental of $1 per year for leases with 99-year terms, with the department authorized to extend terms provided the total does not exceed 199 years.

Takes effect upon the Secretary of the Interior's notification that the Act meets none of the federal criteria in 43 CFR section 48.20, or upon Congressional approval, whichever occurs first.
