Authorizes the State and counties with population between 200,000 and 500,000 to repair or maintain streets where ownership or jurisdiction is disputed between the State and county.

Limits liability of the repairing State or county to acts or omissions arising only from the repair or maintenance work that entity performed.

Specifies that performing repair or maintenance work does not confer ownership or jurisdiction over the disputed street.

Allows agencies to post notice or signage clarifying that repairs do not establish permanent jurisdiction or ownership.

Sunsets on July 1, 2030.
