Extends workers' compensation coverage to newly graduated high school students participating in Department of Education or University of Hawaii sponsored work-based learning programs during the summer following their graduation.

Limits coverage to no later than July 31 of the student's high school graduation year, with coverage serving as the exclusive remedy against the State and private employers under chapter 386.

Designates the State as the responsible employer for workers' compensation purposes when graduates undertake work in approved work-based learning programs, whether paid or unpaid.

Requires the Department of Education to submit annual reports to the legislature containing the number of participating students, workers' compensation claims filed, and graduates continuing in the program after high school.

Effective July 1, 3000.
