Amends Act 130, Session Laws of Hawaii 2024, which increased the loan limit for direct loans from the Department of Hawaiian Home Lands to 75% of the maximum single residence loan amount allowed by the Federal Housing Administration, instead of the current 50%.

Changes the effective date of Act 130 to the earlier of: (1) the date the Secretary of the Interior notifies Congressional Committee Chairpersons that Act 130 meets none of the criteria in title 43 Code of Federal Regulations section 48.20, or (2) the date United States Congress approval becomes law.

Removes the requirement that Act 130 take effect only "upon its approval with the consent of the United States Congress."

Includes a provision ensuring that amendments made to section 215 of the Hawaiian Homes Commission Act, 1920, by Act 130 shall not be repealed when Acts 107 (2000) or 85 (2008) take effect with Congressional consent.

Takes effect upon approval.
