Extends the landfill buffer zone requirement from one-half mile to one mile around waste or disposal facilities, including municipal solid waste landfills and construction and demolition landfill units.

Expands buffer zone protections to include lands within the state conservation district and land parcels designated as national conservation areas managed by the federal Bureau of Land Management through the National Landscape Conservation System.

Maintains the existing exemption for continued operation of properly permitted waste or disposal facilities, provided no physical expansion requiring permit modification occurs.

Applies to new construction, modification, or expansion of waste or disposal facilities, but does not apply to existing facilities operating under valid permits without expansion.

Takes effect July 1, 3000.
