HB 883 Summary

• Require Hawaii Emergency Management Agency (HIEMA) to inventory all designated emergency shelters statewide and assess their ability to withstand Category 1 hurricanes or higher.

• HIEMA must collaborate with counties to publish a publicly available list of all shelters with their respective hurricane ratings by 20 days before the 2026 legislative session convenes.

• Appropriate funds for a hurricane shelter retrofit program for fiscal years 2025-2026 and 2026-2027 (amount to be determined).

• Fund one full-time equivalent position for a hurricane shelter retrofit program director within HIEMA (amount to be determined).

• Effective July 1, 2025.
