Prohibits "prohibited foreign parties" from acquiring, owning, or holding interests in Hawaii agricultural lands, defined as property within agricultural districts under Hawaii Revised Statutes section 205-2(d).

Defines "prohibited foreign parties" as foreign governments and officials, foreign corporations or partnerships, non-citizen individuals domiciled abroad, U.S. entities with 33% or more foreign ownership or control, and agents or fiduciaries acting for such parties.

Establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate unlawful foreign ownership and report violations to the Attorney General, who may initiate civil forfeiture actions in circuit court.

Allows resident aliens as an exception to own agricultural land while maintaining resident status, but requires divestment within two years if they lose resident alien status; violation is a class C felony.

Appropriates unspecified funding to the Department of Agriculture for fiscal years 2025-2026 and 2026-2027 to establish the Office of Agricultural Intelligence; law takes effect July 1, 2025.
