• Law enforcement officers who cite a driver for operating without a valid license shall not permit that operator to resume use of the motor vehicle.

• The vehicle may be removed by the registered owner (if they have a valid license) or another licensed driver with the owner's explicit permission.

• If no licensed driver can remove the vehicle within a reasonable time, law enforcement shall arrange for the vehicle to be towed at the registered owner's expense to either the owner's address or a county-designated location.
